There is inertia present when the 38 is prevalent in a chart. It indicates the unfolding of karmic circumstances, and so the past must be balanced and all accounts paid before real progress can be made.
This indicates, therefore, a long state of apprenticeship before becoming the Master of your profession or dream. Persistence and focus on the goal at hand is of essential importance, but many find it difficult to know what their goal is, let alone developing the stamina needed to complete it.
